A hook bolt of a safety fence for construction work is provided to improve working efficiency by modifying the structure of the hook bolt for fixing an EGI(electrolytic galvanized iron) panel, and to cut down cost by easily mounting and separating the hook bolt. A hook bolt(20) is placed in a horizontal pipe to fasten an EGI(electrolytic galvanized iron) panel for a safety fence. A recessed groove is formed at an end of the hook bolt, and a placing part(21) of the hook bolt is installed in a penetration hole of the EGI panel. A fixing plate(25) is inserted to the recessed groove of the placing part, and an assembling piece(26) is bonded with the EGI panel by expanding an end and formed in the fixing plate. The assembling piece of the fixing plate is formed of straight, triangular, cross, or pentagonal shape.
