PROBLEM TO BE SOLVED: To transfer an encryption key with long key length from a radio access point to a radio terminal without using a new interface device and without making a third person recognize the encryption key. SOLUTION: The radio LAN access point 1 is provided with an encryption key generating means 1b and the authentication function 1a of a user of the radio LAN access point. When transferring an encryption key to the radio terminal 3, a radio setting transfer interface 2 by wires connects the radio LAN access point 1 to the radio terminal 3.
