<p><P>PROBLEM TO BE SOLVED: To provide an apparatus and a method for image processing, compression, decompression, transfer, transmission, and reception, for increasing the number of bit planes after decreasing it, while significantly suppressing a grain-like texture in a mild gradation image area or a solidly shaded area; and to provide a program and a display device. <P>SOLUTION: The apparatus has a first image processing means 4 for compressing a data amount, a memory 2 for storing compressed data, and a second image processing means 5 for performing data decompression. The first image processing means 4 comprises at least a block decoder 201 for encoding a plurality of pieces of pixel data in association with one another, and a bit plane compressor 202 for reducing the number of bit planes of pixel data.
