PROBLEM TO BE SOLVED: To specify a short circuit as to whether the short circuit is on the H-level side or L-level side, based on a short circuit detection result of a driving device, when a path connecting a load device with the driving device is short-circuited. SOLUTION: When the path is short-circuited, the short circuit is specified as to whether it is on the H-level side or L-level side, based on the short circuit detection result at timings before and after fixing the duty ratio of a PWM signal to 0%, which is sent to the driving device. That is to say, after fixing the duty ratio (s160), unless the short-circuited detection is continued, the short-circuited path is specified to be on the H-level side opposite to the signal level of the PWM signal whose duty ratio is fixed (s180), and if the short-circuited detection is continued, the short-circuited path is specified to be on the L-level side being the PWM signal whose duty ratio is fixed (s200).
