PROBLEM TO BE SOLVED: To provide a developing device capable of preventing excessive electrification of toner causing fogging which is easily caused especially at the initial using stage of the developing device, and to provide an image forming apparatus capable of obtaining stable image quality by preventing the fogging frequently arising at the initial using stage of the developing device by providing such a developing device. SOLUTION: Magnetic powder is uniformly held on the whole surface area of a developing roller 24 arranged in the developing device constituted of a sleeve member 22 and a magnet member 23 arranged inside the sleeve member. The magnetic powder is affected by the magnetic force of the magnet member. By providing the developing device, the image forming apparatus capable of preventing the fogging frequently arising at the initial using stage of the image forming apparatus of a magnetic one-component developing system is obtained.
