PROBLEM TO BE SOLVED: To provide an embossed decorative sheet having a three-dimensional feeling and excellent from a decorative aspect, and a manufacturing method of the embossed decorative sheet capable of simply and inexpensively manufacturing the embossed decorative sheet. SOLUTION: The embossed decorative sheet is constituted by decorating either one of the embossed patterns of a base material sheet 4, which is composed of a transparent resin sheet 2, which has embossed pattern formed on its one side and of which the other surface is formed as a smooth surface, and a thermosetting resin layer 3 which integrally overlies the smooth surface 20 of the transparent resin sheet 2 on its one surface side, has an embossed pattern formed to its other surface and has a refractive index approximate to that of the transparent resin sheet 2, to provide a concealing layer 5.
