This invention is purposed to create bulgy and hollow projections on one side of the film by reprocessing the film that is already manufactured, so that this manufacturing device for film packaging and the film itself ensures a perfect vacuum state when the film is packaged, usng a suction-type vacuum device for the final product. In order to meet the purpose, sufficient amount of guiding rollers are installed to transfer single or multi-layered films. As the films transferred by the guiding roller contact the heating roller heated by the heater, the layer directly contacting the heating roller doesn't melt while resin and adhesive layers melt to a jelly state due to the difference in melting points. Transferred to the cooling roller carved with various image of patterns, lines, letters afterwards, the films are simultaneously pressed, cooled and embossed with various images.
