A filter medium filled-type permeable rod for drainage for a stagnant pool of a road and a construction method thereof are provided to increase the traveling and safety performance and reduce the contaminated degree of the rainwater by filling the filtering medium in the filtering medium receiving unit and removing the water on the road. A filter medium filled-type permeable rod(100) for drainage for a stagnant pool of a road comprises a lower body(20) in which a filtering medium receiving unit is formed; an upper body(10) in which the filtering medium receiving unit is formed, and combined at the lower body to control the length; and a filtering medium filled in the filtering medium receiving unit. The lower body is formed as a cylinder having a screw combining unit at the outer peripheral surface, and a screw combining unit is formed on the inner peripheral surface. A finishing material is formed at the lower surface of the lower body and at the upper surface of the upper body to prevent the filtering medium from being separated and to screen the filtering medium.
