<P>PROBLEM TO BE SOLVED: To provide a hydrogen generating material which can easily generates hydrogen at a low temperature, and a hydrogen generator and a fuel cell using the hydrogen generating material. <P>SOLUTION: The hydrogen generating material contains at least one metal material selected from the group consisting of aluminum, magnesium and their alloys and generates hydrogen by reacting with water, where the metal material contains not less than 80 mass% of particles having a particle diameter of not more than 60 μm.
