PROBLEM TO BE SOLVED: To provide a toilet seat component with a surface that has little deposit of solidified dry filth, local part wash toilet seat components, and a manufacturing method. SOLUTION: The local part wash toilet seat is at least a member of construction materials of exposed components of the local part wash toilet seat components like a toilet seat sheet, a toilet seat lid, a body case, a wash nozzle, etc. On the surface, a low surface free energy layer, whose surface free energy is lower than that (more than 28 dynes/cm but less than 45 dynes/cm) of a base material resin surface, is formed with a silicon resin.
