<p><P>PROBLEM TO BE SOLVED: To provide a polyurethane foam having both water sealing property and flame retardant property. <P>SOLUTION: This water sealing material contains a phosphate which is a solid at room temperature in a polyurethane foam obtainable by reacting and curing by addition of a polyol, an organic isocyanate, and an aid. According to this invention, using the phosphate which is a solid at room temperature as a flame retardant, excellent flame retardant property can be given without lowering its sealing property. Phosphorus element content in the polyurethane foam is preferably not higher than 2%.
