An apparatus and a method of alarming a replacing time of a battery are provided to enable a user to determine a proper replacing time of the battery by informing a user of the proper replacing time of the battery, state information of the battery, and a low voltage counting number of the battery. A power unit(60) converts a power of a battery into an operation power. A battery voltage detecting unit(70) receives the battery power and the operation power and outputs a battery low-voltage signal if the battery voltage is less than a predetermined voltage level. A storage unit(20) stores the number of the battery low-voltage counters and the reference number of the battery low-voltage. A control unit(10) stores the number of the battery low-voltage counters in the storage unit and outputs a battery replacing signal if the number of the battery low-voltage counters exceeds the reference number.
