A structure of an integrated soundproof heating panel and a separable soundproof heating panel and a construction method thereby are provided to cut down cost by reducing construction period, to improve heat efficiency by radiating heat from a hot water pipe, and to decrease vibration and noise by gradually absorbing and distributing shock from a floor. An integrated soundproof heating panel(1) is composed of an upper radiating member, a middle soundproof member and a lower mothproof member. A hot water pipe is installed in the middle soundproof member, and the air space is formed outside the lower mothproof member and the upper radiating member. The hot water pipe is protruded out of the integrated soundproof heating panel. The integrated soundproof heating panel is arranged in a slab, and combined with the hot water pipe by a hot water pipe connector. A space between the integrated soundproof heating panels is finished by an upper cover(10), and a hypocaust system is installed by pouring mortar on the integrated soundproof heating panel.
