A rotary filtering device in a multi-layered structure for filtering upward water flow is provided to separate water and sludge from each other by rotation type upward flow filtering, thereby preventing pollution of water or damaging scenery. A rotary filtering device in a multi-layered structure for filtering upward water flow includes a filtering case(41) formed with an inlet(22a) and an opened top surface part. At least one or more filtering membranes(44,45) are mounted in the filtering case while defining an inside of the filtering case into first and second spaces(S1,S2). Water spraying units(50) spray water filtered by the filtering membrane to separate pollutants adsorbed to a lower surface of the filtering membranes. Water containing the pollutants is introduced into the first space and filtered while passing through the filtering membranes from the first space to the second space, wherein the filtered water is discharged through the opened top surface part of the filtering case.
