A network-based position determining method and system using a pilot cell database are provided to improve a service use rate and QoS(Quality of Service) of an indoor subscriber, and minimize human and material resources during initial commercialization and optimization. Mobile terminals(10,11) are subjected to a position determining request and transmit a position determining result related to their current locations through a predetermined protocol in a mobile communication network. PDE1(Position Determining Entity) and PDE2(41,42) receive the position determining result and calculate the locations. A pCELL(pilot Cell) position determining server makes a position determining database of a pCELL formed according as a position determining service target area is divided by a lattice unit of a predetermined size, compares location measurement information received from the mobile terminals(10,11) with the pCELL databases, and then provides location information of the matched pCELL to a position determining requesting unit.
