A base material for HDD suspension that excels in the adhesion between stainless steel foil and insulating resin layer and that through prevention of the diffusion of metal component of stainless steel into the insulating resin layer, retains high etching capability of the insulating resin. There is provided a base material for HDD suspension obtainable through stainless steel foil forming processing, characterized in that at least one major surface of the stainless steel foil is laminated with at least an insulating resin layer and a coating layer composed mainly of one or both of a metal hydroxide and metal oxide excluding chromium as a metal species.
