PROBLEM TO BE SOLVED: To provide a PTC planar heating element having ventilation capability; and to provide a vehicular sheet having it. SOLUTION: This PTC planar heating element 6 is composed by providing: a thin plate-like base part 1; a pair of electrodes arranged on the base part 1 with a space and comprising a negative electrode 3 and a positive electrode 4; and PTC resistors 2 and 2A arranged between the negative electrode 3 and the positive electrode 4 in a bridging form so as to electrically connect them to each other; and by forming a plurality of through-holes 5 in the base parts 1 without having the pair of electrodes and the PTC resistor 2 arranged thereon. This vehicular sheet is so structured that the PTC planar heating element 6 is arranged at least in a part out of a seating part 39 where an occupant sits and a backrest part 41 for supporting the back of the occupant.
