PROBLEM TO BE SOLVED: To provide a sanitary toilet seat heater with good outer appearance and with excellent water-tightness by preventing easy accumulation of dirt in a joint part of a toilet seat. SOLUTION: The toilet seat comprises an upper case 21, whose section is arch-shaped, with a seat surface on which a user is seated, and a lower case 33 facing a toilet bowl face. The upper and lower cases 21 and 22 are jointed to each other in the vertical direction to form a hollow part 25 in the inside, and at least part of the joint part 23 between the upper and lower cases 21 and 22 is covered with a sheet material 30. As the gap formed on the joint faces of the toilet seat is covered with the sheet material in this way, the outside appearance of the toilet seat is good and dirt is not accumulated in the gap to make the toilet seat sanitary.
