PROBLEM TO BE SOLVED: To enhance strength in a joining place of filling concrete and a column base, by adjusting a column base position in the horizontal direction and the vertical direction, in a construction method and a positioning device of a column base foundation. SOLUTION: In this construction method of the column base foundation, the column base 3 is erected in and fixed to a pile head part 2a by filling the concrete 8 in the pile head part 2a by inserting the column base 3 having a cross section of a quadrangular shape into the pile head part 2a of a steel pipe pile 2. The construction method is characterized in that first cover plates 4 are fixed to a flange 2b of the pile head part 2a after being positioned in the horizontal XY direction and the vertical direction of the column base 3 in a state of sandwiching both side surfaces of the column base 3 by a straight line-shaped edge part of a pair of first cover plates 4, and next, the column base 3 is erected in and fixed to the pile head part 2a by filling the concrete 8 in the pile head part 2a.
