PROBLEM TO BE SOLVED: To provide a disaster preventing system that eliminates the need for installation of power source lines and communication lines or a radio facility and can build up the system at a much lower cost. SOLUTION: The system is provided, wherein a RFID tag for storing unique ID information and route information of mountaineering is installed at check points, such as branch points at a prescribed interval along each mountaineering route and each mountaineer executes radio communication between a reader possessed by each mountaineer and the RFID tags. Each reader has a function, capable of displaying geographical indication of concerned mountains, the installed positions of the RFID tags, indication of markers denoting a present location, and positional information. Furthermore, each reader has a function of generating a check tone and voicing route information at the check points, such as branch points, when wireless communication is conducted with each RFID tag.
