PROBLEM TO BE SOLVED: To provide a searching method, a searching system, and a searching program which quantify the effect of a communication enterprise obtained by implementing blind zone countermeasures for buildings in a blind zone so that the communication enterprise can efficiently particularize a place whose blind zone is to be earlier countermeasured. SOLUTION: The searching method acquires attribute information associated with the buildings in the blind zone by extracting the buildings in the blind zone on the basis of radio wave environment data for indicating a present status of a radio communication environment in a searching target area and digital map data including attribute information associated with buildings in the searching target area, obtains a formula for estimating the influence of parameters of the attribute information given onto the effects such as profits on the basis of known utilizing status data of a target communication system or a similar system thereto and the digital map data, estimates the effect obtained by implementing the blind zone countermeasures for each of the buildings in the blind zone on the basis of the extracted attribute information of the buildings in the blind zone and the obtained formula, and prioritizes the blind zone countermeasures depending on the magnitude of the effects.
