PROBLEM TO BE SOLVED: To provide a communications system for realizing voice speech via an IP communication network that authenticates a user, having high security using a simple method for the user. SOLUTION: The communications system is provided, which comprises a PKI token provided with a user information storage section for storing user identification information and a user private key, and a data processing section for rearranging data with the user private key; communication terminals, each being provided with a PKI token control section for allowing the data processing section to encrypt data transmitted to a server, and a transmission section for transmitting the encrypted data to the server; and the server, provided with a user certificate storage section for storing a certificate including the user identification information and a user public key, a receiving section for receiving the encrypted data from each communications terminal, a user propriety deciding section for deciding the propriety of data decrypted by decrypting the received data by the user pubic key, and a communication control section for determining the propriety of communication with each communication terminal, on the basis of the decision result of the propriety by the user propriety deciding section.
