<P>PROBLEM TO BE SOLVED: To dynamically change the setting of access authority to a system resource. <P>SOLUTION: An access authorizing means 1a of a controller A1 generates authorization information 5, based on setting for transmitting to a controller B2, when the setting of the access authority is inputted. In the controller B2, when the authorization information 5 is received, an access authority setting means 2b stores the information in an authorization information storage means 2c. As needed, the authorization information 5 is transmitted to a conference management device 3 to establish the access authority in a conference system. In the conference management device 3, when the authorization information 5 is received from the controller B2, an ACL information update means 3b updates access control information, based on the content of the authority information 5.
