Provided are a composition for lowering blood sugar which prevents and treats diabetes, a functional food using the composition, and a tea composition for lowering blood sugar. The composition comprises an extract of Pterocarya paliurus as an effective ingredient. Preferably the extract of Pterocarya paliurus is prepared by extracting the leaves of Pterocarya paliurus, the trunk of Pterocarya paliurus or their mixture with water, a hydrophilic organic solvent or their mixture. The tea composition comprises 30-100 wt% of the leaves of Pterocarya paliurus; and optionally at least one selected from a jasmine tea, a green tea, a hemp and a chrysanthemum.
