A cargo loading and unloading apparatus is provided to prevent cargos from being piled up at a harbor for search by enabling search for the interior of a cargo when the cargo is unloaded and loaded. A cargo loading and unloading apparatus includes a crane body and a penetration search unit(400). The crane body includes a cargo accumulation section in which a plurality of cargos are accumulated. The penetration search unit searches for the cargo accumulated in the cargo accumulation section. The penetration search unit includes a rail(410), a following unit(420), and a search unit(430). The rail is installed in the cargo accumulation section. The following unit reciprocally travels along the rail. The search unit is installed in the following unit and searches for the interior of the cargo.
