A cell for building an embankment is provided to heighten the efficiency of an embankment work, and to increase the binding strength of cells and to form an environmental green space harmonized with surroundings by scattering seeds in a storage package and germinating seeds and growing up plants after construction. A cell(1) for building an embankment is formed by filling up a storage package with stones(5), and provided with banding fasteners(3) which are made of steel, fibers or other natural vegetative materials to load or unload easily and equipped with rings(31) to fix a hook to carry a cell stably. Hereon the storage package is composed of wire nets or vegetative mats, or formed by inserting a vegetative mat into a wire net(21), and the vegetative mat is formed in the shape of a box made with coir and scattered with seeds to be germinated and to grow up plants naturally after constructing an embankment.
