<p><P>PROBLEM TO BE SOLVED: To remove landform echo without causing rain-fall echo to attenuate even if Doppler velocities of the rain-fall echo center at 0 m/s and in its vicinity. <P>SOLUTION: A landform echo existence determination part 15 is provided for comparing a landform echo removal ratio SCR, a velocity width W, and a velocity V, with thresholds for landform echo existence determination, and determining whether a landform echo is included or not from the result of their comparison. If the result of determination denotes that a landform echo is included, IQ data are selected with the landform echo removed therefrom by a CMTI processing part 16.
