PROBLEM TO BE SOLVED: To provide an electrophoretic display element with which excellent display characteristics are obtained, and an electrophoretic display device. SOLUTION: A particle dispersion liquid, composed of a dispersion medium 2 and a plurality of charged coloring particles 1, is filled in a space surrounded by a first substrate 3a and a second substrate 3b, which are disposed in a state of being separated with a prescribed distance, and a partition wall member 5 disposed in a gap between the first substrate 3a and the second substrate 3b. At the same time, by making the zeta potential range of the inner wall surface of the space be a range in which no flow of the particle dispersion liquid along the inner wall surface of the space is produced, unstable migration behavior of the charged coloring particles 1 is stabilized.
