A dielectric layer and a plasma display panel having the same are provided to prevent the dielectric layer from being yellowed by preventing Ag ions from being diffused into the dielectric layer during a sintering process. A first panel(2) includes a first substrate(60), a discharge electrode pair(84) and a first dielectric layer(80). The discharge electrode pair is arranged on a bottom surface of the first substrate. A second panel includes a second substrate, barrier ribs, a fluorescent layer and discharge cells. The barrier rib defines the discharge cells. Address electrodes are elongated to cross discharge electrodes. A second dielectric layer is arranged between the fluorescent layer and the second substrate. An address electrode is arranged inside the second dielectric layer. A protective layer(90) is arranged to cover at least a portion of the first dielectric layer. Cu-group oxide and/or Co-group oxide is added to the first dielectric layer.
