PROBLEM TO BE SOLVED: To provide a paper feeding device capable of lowering pressure applied to a paper feeding roller and a separation roller, improving printing processing efficiency, reducing the size of the paper feeding device and simplifying control, and an image forming apparatus using the paper feeding device. SOLUTION: This paper feeding device 90 is provided with a paper feeding cassette 23; a paper pickup roller 24 for taking out recording paper sheets P on the paper feeding cassette 23; the separation roller 261 for separating the recording paper sheets P one by one; and the paper feeding roller 26 for supplying the recording paper sheets P to the subsequent process. The separation roller 261 can be operated together with rotation of the paper feeding roller 26 in the state that one recording paper sheet P or no recording paper sheet P is interposed between the separation roller 261 and the paper feeding roller 26, and the operation of the separation roller 261 is stopped when a plurality of recording paper sheets P are interposed. An encoder 264 is provided in the separation roller 261 to determine whether or not a plurality of recording paper sheets P are interposed between the separation roller 261 and the paper feeding roller 26.
