PROBLEM TO BE SOLVED: To provide an ignition device for an internal combustion engine which can ignite a fuel even if the fuel is unevenly distributed. SOLUTION: The ignition device for the internal combustion engine is composed of a housing 2 zoning a chamber 3, an outer electrode 5 with a outer electrode hole 50 connecting the chamber 3 through the outside of the housing, and a center electrode 4. Plasma is generated in the chamber 3 by impressing a voltage between the center electrode 4 and the outer electrode 5, and then, plasma jets are injected. A capacity of the chamber 3 is 10mm<SP>3</SP>or less and a ratio of a length in an axis direction to an inner diameter of the chamber 3 shall be 2 or more. In this internal combustion engine ignition device, injected plasma jets will reach fuel through a mixture gas, even if there is no fuel in the mixture gas near an ignition unit.
