PROBLEM TO BE SOLVED: To enhance reliability of display by preventing deterioration of transparent conducting membranes constituting display electrodes X, Y. SOLUTION: A plasma display panel 1 includes the display electrodes X, Y each composed of the transparent conducting membrane 41 and a metal membrane 42, and a dielectric substance layer 17 coating the display electrodes, inside a front surface side glass substrate 11. The dielectric substance layer 17 is constituted with a lower layer 17A of ZnO base glass not containing lead, and an upper layer 17B of ZnO base glass not containing lead and added with an alkali base metal oxide in order for its softening point to be lower than that of the lower layer glass.
