PROBLEM TO BE SOLVED: To provide a dial improved in appearance of a meter by effectively utilizing leakage light and preventing a design from being degraded in visibility, and also to provide the meter using the dial. SOLUTION: A portion of light R which is used for illuminating a pointer 12 therewith, is brought to leak from a gap between the lower edge section of a cap 122 and the bottom plane of a recessed section 111, thereby generating radiation-shaped leakage light R1 centering on the position near a pointer shaft hole 114. The leakage light R1 is reflected by an inner wall 116 or the like of the recessed section 111, whereby the recessed section 111 appears as if light were pooled therein. As a result, it looks as if the cap 122 floated thereon. Furthermore, the amount of leakage light reaching the surface 11c of the dial 11 other than the recessed section 111 is decreased extremely, by pooling the leakage light in the recessed section 111, thereby preventing the design 112 from being degraded in visibility caused by the leakage light.
