PROBLEM TO BE SOLVED: To shorten the time of removing a recording medium constituted of a plurality of writable disk-shaped recording layers before end of formatting. SOLUTION: When a disk eject instruction comes before the end of format processing for the DVD 2-layer disk, writing is carried out in a middle zone 25 from the next recording position of the formatted area 24 of a first recording layer. A middle zone 28 is disposed in the position of a second recording layer corresponding to the middle zone 25 of the first recording layer. Further, dummy data is written in a position corresponding to the formatted area 24 of the first recording layer to set it as a dummy data writing area 27.
