<p><P>PROBLEM TO BE SOLVED: To improve the degrees of freedom on the selection of image quality and compressibility, without increasing the hardware constitution of the wavelet transformation. <P>SOLUTION: Input image data 100 are read by lines, in the descending order from the top line or a prescribed area of the input image data 100 is read, and input into a data reading memory 1. A predetermined amount of data is accumulated in the data reading memory 1, and a wavelet transformation part 5 performs a wavelet transformation filtering process in the horizontal/vertical directions. The wavelet transformation part 5 switch-controls the data from the data reading memory 1 with a switch 2 and sends to a fixed decimal-type wavelet transformation part 3 or an integer-type wavelet transformation part 4.
