Disclosed are a soft magnetic material which enables to reduce eddy current loss, and a dust core. Specifically disclosed is a soft magnetic material containing a plurality of composite magnetic particles (30) each comprising a metal magnetic particle (10) and an insulating coating film (20) covering the metal magnetic particle (10). Each of the composite magnetic particles (30) has a ratio of the maximum diameter to circle-equivalent diameter of more than 1.0 but not more than 1.3, and a specific surface area of not less than 0.10 m<SUP>2</SUP>/g. The average particle diameter of the composite magnetic particles (30) is preferably not less than 10 µm and not more than 500 µm.
