PROBLEM TO BE SOLVED: To rapidly identify the report point even when the report of occurrence of a disaster is sent from a cellular phone. SOLUTION: An operator who receives the report of occurrence of a disaster inputs, from an input section 1, a landmark object or reporter's starting point and destination reported from the reporter. A retrieval section 3 retrieves, from a map database 2 and from the reporter's starting point and destination, the road where the reporter is. A distance calculation section of a control section 6 calculates the distance between two landmark objects or the distance between the road and the landmark object. Based on these distances, a priority determining section 4 determines the priority of possible report points, and a candidate point list of possible report points and a map screen are displayed on a display screen provided to an output section 5. Columns for inputting the starting point, the destination, and landmark objects is displayed on the display screen.
