An apparatus and a method for detecting an HMW(Harmonic Modulator Wobble) signal are provided to stably and accurately detect a high frequency wobble signal, thereby enabling the accurate track following operation when information is recorded on a blue-ray disc. A comparator(420) converts an input wobble signal into a digital signal. A PLL(Phase-Locked Loop)(430) generates a channel clock signal and a wobble clock signal, of which frequencies are uniformly locked according to the output signal of the comparator. A code determiner(440) determines the directivity of time shift of the input wobble signal, and determines a code value of the input wobble signal based on the determination by using the channel clock signal and the wobble clock signal.
