PROBLEM TO BE SOLVED: To provide a urethane resin-based adhesive composition containing no solvent, plasticizer, and the like, and capable of obtaining high strength at the time of using a composite panel, specially a sandwich panel constituted of a steel sheet and a paper honeycomb. SOLUTION: The urethane resin-based adhesive composition in which a main agent containing a multi-functional polyetherpolyol and a caster oil or modified caster oil polyol is blended with a hardening agent comprising an isocyanate compound, is characterised in that the equivalent ratio of isocyanate group of the hardening agent to hydroxy group of the main agent NCO/OH is 0.7-2; and as a catalyst, 1,8-diazabicyclo(5,4,0)undecene-7 and its salt are used.
