PROBLEM TO BE SOLVED: To provide a poison bait for agricultural and horticultural use exhibiting excellent controlling effect against various harmful insects. SOLUTION: The poison bait for agricultural and horticultural use contains an edible carrier (e.g. rice bran) attracting harmful insects and a hydrazine carboxamide compound expressed by chemical formula (1) as active component. In the chemical formula (I), A is a group expressed by chemical formula (2) (R<SP>5</SP>is a hydrogen atom or a 1-6C alkyl; and Y groups may be the same or different and are one or two substituents selected from halogen atoms and 1-6C haloalkyl groups); R<SP>1</SP>is a hydrogen atom; R<SP>2</SP>is a hydrogen atom; R<SP>3</SP>is a hydrogen atom or the like; R<SP>4</SP>may be the same or different and is a hydrogen atom, a substituted phenyl group, etc. having one or two substituents selected independently from halogen atoms, cyano group or the like; X is a halogen atom, cyano group, a 1-6C haloalkyl group or a 1-6C haloalkoxy group; and Y is S or O.
