An introduction channel (21) used for guiding the liquid on the discharge side of a liquid pump (14) to the upper portion of a regulator (15) is provided at the inflow side of the liquid. The regulator performs pressure governing of the discharge side of the liquid pump to a predetermined pressure by returning the fluid on the discharge side of said liquid pump to the low-pressure side of the liquid pump.
