Flexible, multi-compartment packets and methods for making the same are described. One described packet (200) includes a flexible front sheet (202), and a flexible back sheet (204) having substantially the same size and shape as the flexible front sheet (202), the flexible back sheet (204) joined to the flexible front sheet to form a peelable packet having a first compartment (210) and a second compartment (214). The first compartment (210) of the packet (200) is configured to substantially contain a material, and the second compartment (214) is configured to contain at least part of an applicator (216) for applying the material. In one described packet, the applicator has two ends and a shaft. The first end (218) is contained in the second compartment (214), the second end (220) is contained in the first compartment (210), and the seal (208) between the first and second compartments is formed around the shaft of the applicator.
