PROBLEM TO BE SOLVED: To provide a method capable of preventing the generation of maggot and fly and capable of treating garbage within a short period without the need of a vast land and an expensive device such as a power drive type and to provide a fermentation device. SOLUTION: The garbage and a fermentation composting promoter are mixed, and the mixture is anaerobically fermented in a closed vessel, then the fermented matter is mixed with a moisture controller, and the mixture is charged into a vessel provided with air permeability and water absorptivity and subjected to aerobic fermentation. A secondary bottom surface 31 is formed with a supporting net 3 in a state of being apart from a bottom surface 21 of a box 2 at the fermentation device 1 used for the aerobic fermentation, and a vent hole 29 is provided between the bottom surface 21 of the box 2 and the secondary bottom surface 31, and a moisture adsorbing material 4 is provided at an inside surface of the box 2, and a storage net 5 is provided at a recessed part surrounded by the secondary bottom surface 31 and the moisture adsorbing material 4, and a cover net 6 is provided at the upper part of the box 2.
