<p>The present invention provides an assembly of machined or precision cast components which combine to form a high pressure water powered rotary tool. The .rotary tool includes a rigid metal housing, a high pressure water inlet, an impeller rotatably mounted within the housing, an output drive shaft, a backing disk and at least one handgrip or alternatively an extendable handle capable of articulation throughout an extended range. The rotary tool is attachable to a pump driven by an electric motor or internal combustion engine.</p>
