PROBLEM TO BE SOLVED: To provide a data transmitting device and data transmitting method capable of managing the data transmission time. SOLUTION: A transmitting means 101 transmits communication data containing transmitting time from a first device. A receiving means 102 receives the transmitted communication data in a second device. A detecting means 103 compares receiving time of the communication data with the transmitting time to detect data transmission time. In addition, a determining means 104 determines that there is communication abnormality, when the detected data transmission time is longer than prescribed time. A data-holding means 105 holds the previously received communication data, when the detected data transmission time is longer than the prescribed time. According to the data-transmitting device, since the receiving time is compared with the transmitting time to detect the data transmission time, the data transmission time can be managed properly. A first device and a second device are not limited. It is sufficient if they are mutually different nodes. The transmission time may be determined, on the basis of a timer belonging to the first device, and the receiving time may be determined, on the basis of a timer belonging to the second device.
