PROBLEM TO BE SOLVED: To provide a function adapting to differences in the quantity of rain water flowing in a water passage and treating rain water flowing down from the back toe of a slope to the front surface of the foot of a levee, with a water passage structure at the foot of the levee, which is mainly installed in the back toe of a slope of a river levee, is immersed in the levee body, and has a function for speedily discharging seepage water of rain water and river water collected in a drain layer to outside the levee body, and for protecting the foot of the levee. SOLUTION: The water passage structure at the foot of a levee 1 is constituted of both a slope toe block 2 installed at the back toe of a slope of a levee body adjacently to the drain layer 4 installed in the levee body and having both a wall plate 2a and a bottom plate 2b having drain holes 2c and a water passage block 3 installed on the back side of the slope toe block 2 and having a wall plate 3a and a bottom plate 3b connected to the bottom plate 2b to form a closed conduit water passage A.
