PROBLEM TO BE SOLVED: To make it unnecessary to change the software of a central processing part so as to reduce development costs or development periods when the configuration of a signal input/output part changes, or the signal input/output part having an unexpected function is added in the future by storing unique software in the memory of the central processing part when the central processing part is connected to the signal input/output part. SOLUTION: A monitor controller is provided with the signal input/output part 20(30) for storing unique software 21a(31a) for processing acquired measurement data 25(35) in a memory 21(31) and the central processing part 10 for processing the measurement data 25(35) inputted from the signal input/output part 20(30). When the central processing part 10 is connected to the signal input/output part 20(30), the unique software 21a(31a) is stored in a memory 11 of the central processing part 10.
