<P>PROBLEM TO BE SOLVED: To provide a manufacturing method of a fuel cell separator wherein chemical stability of a carbon layer can be enhanced. <P>SOLUTION: In this manufacturing method of the fuel cell separator, a carbon layer 4 is formed on the surface of a separator substrate 1 by using a carbon based material by a dry deposition method while impressing a negative high voltage on the separator substrate 1, under the atmosphere of an inert gas. In this case, the carbon layer 4 is formed while the plus ion of the inert gas is colliding with the separator substrate 1. In this case, even the inside of the carbon layer 4 is surely graphitized.
