PROBLEM TO BE SOLVED: To provide a liquid droplet forming apparatus capable of granulating particles having a desired particle size, and allowing continuous granulation even when insoluble substances such as gel substances are formed in a polycondensate-containing solution. SOLUTION: The liquid droplet forming apparatus of the present invention comprises a dropping structure 1, a controlling means 2, and a recovering means 14, wherein an inflow port 6, a hollow portion 7, a discharge port 8 and a groove portion 9 are provided in the dropping structure 1, the discharge port 8 is provided on a cylindrical portion 4 corresponding to a side surface portion of the dropping structure 1 and disposed at a predetermined distance from the bottom of the dropping structure 1, and the cylindrical portion 4 includes the groove portion 9 for introducing the polycondensate-containing solution 20 discharged from the discharge port 8 to an end of the dropping structure 1 and a protruding end 4b formed on the end.
