A plasma display panel is provided to shorten a length of a discharge path by forming the discharge path into an inside of a dielectric layer formed between display electrodes. A first and second substrates(10,20) are disposed opposite to each other. A plurality of address electrodes(12) are extended in one direction on the first substrate. A plurality of barrier ribs(16) are disposed in a space between the first and second substrates in order to define discharge cells. Phosphor layers(19) are formed within the discharge cells. A first dielectric layer(25) is formed on the second substrate. A plurality of pairs of display electrodes(21,22) are formed across the address electrodes on the first dielectric layer and are opposite to each other in each of the discharge cells. A second dielectric layer is formed on the second substrate in order to cover the display electrodes. The second dielectric layer includes an opening(24a) for exposing a part of the first dielectric layer between the pairs of display electrodes.
